About Frank

Frank Sette is the President and CEO of HOAworks, a platform he built to modernize how residential communities are formed, operated, and governed. With more than 30 years of experience in technology, operations, and community management, Frank brings a practical, systems-first approach to a sector that has historically been underserved by both software and service providers.

Before founding HOAworks in 2023, Frank spent decades working at the intersection of technology and operational management. That background shaped a core belief that drives everything at HOAworks: communities don't fail because of bad intentions — they fail because of bad systems. The right financial structure, governance workflows, and operational infrastructure, built from day one, changes outcomes for decades.

Under Frank's leadership, HOAworks has grown to serve communities across 30+ states, combining HOA management software, community operations support, and Builderworks — a dedicated service model for home builders and developers navigating HOA formation, DRE budgets, and post-construction turnover. In California, HOAworks partners with Citizens Business Bank to give communities access to HOA-specific banking tools built for how associations actually operate.

Frank writes and speaks on topics including California HOA compliance, HOA formation for home builders, the real cost of traditional HOA management, and why self-managed communities succeed when they have the right tools and support behind them.
